Psycho Mantis-MGS, also known as Viktor, was born in Leningrad, Russia, and was raised in the Parapsychology facility. He was a child prodigy, showing an incredible talent for telekinesis and psychic abilities. When he was 12 years old, he was recruited by the Foxhound organization to join their elite team of paranormal operatives.
